Compulsory Program Ancillary Fee Policy

Purpose

To set the parameters for establishing new and/or approving adjustments to existing Compulsory Program Ancillary Fees for all courses and programs of instruction delivered by ÌÇÐÄvlog¹ÙÍø in accordance with the Minister’s Binding Policy Directive on Tuition and Ancillary Fees.

Scope

Applies to all Compulsory Program Ancillary fees that a student is required to pay in addition to tuition fees to enrol in and successfully complete any course or program of instruction at ÌÇÐÄvlog¹ÙÍø. These fees apply to full-time and part-time courses and programs of instruction funded through base funding, including those with regular and high demand tuition fees. Full cost-recovery programs and Institutional Compulsory Ancillary fees are not subject to this policy.Ìý

Key Definitions

Compulsory Ancillary feesÌý

Ancillary fees that a student is required to pay in addition to tuition fees to enrol in or successfully complete any course or program of instruction eligible for the Core Operating Grant. There are two types of compulsory ancillary fees:

  • program ancillary fees that are compulsory for students in applicable programs
  • institutional ancillary fees that are compulsory for all students

Full cost-recovery course or programÌý

A course or program of instruction for which ÌÇÐÄvlog¹ÙÍø does not report enrolment for base funding.

Compulsory Program Ancillary feesÌý

Fees related to materials/equipment specific to the delivery of the course or program and are not included in tuition fees.

³§³Ù³Ü»å±ð²Ô³ÙÌý

Any individual who is admitted, enrolled or registered for study at ÌÇÐÄvlog¹ÙÍø, in person or online. Individuals who are not officially enrolled for a particular term, but who have a continuing relationship with, or are representing ÌÇÐÄvlog¹ÙÍø, may also be considered a student for the purpose of this policy.

Tuition feesÌý

Fees charged to students representing their contribution towards the operating and capital costs of academic program delivery as outlined in the tuition fee directives.

2.ÌýCommunication of fees

  1. All tuition and compulsory ancillary fees to be paid by students are to be published by ÌÇÐÄvlog¹ÙÍø before the deadline for accepting offers of admission for new students and by the registration deadline for returning students.
  2. Fees are not to be increased and new fees are not to be introduced following the deadline for accepting offers of admission or the registration deadline for each semester of program or course delivery in a given tuition year.
  3. All compulsory ancillary fees are to be adequately explained to students on ÌÇÐÄvlog¹Ù꿉۪s website and fee statements to enable them to understand the purpose of these fees and the specific materials, services or facilities that are made available when they are paid.

3.ÌýAcademic travelÌý

  1. Compulsory Program Ancillary fees can be charged to students for reasonable, direct costs of travel and accommodation for compulsory field placements.Ìý
  2. Compulsory Program Ancillary fees cannot be charged for such things as salaries and benefits or travel and accommodation for faculty, or for any specific tuition-related activities related to compulsory field placements.
  3. Compulsory Program Ancillary fees can be charged to students for the reasonable, direct costs of travel and accommodation for compulsory overnight field trips. Fees cannot be charged for compulsory trips not extending overnight.
  4. Compulsory Program Ancillary fees cannot be charged for such things as salaries and benefits or travel and accommodation for faculty, or for any specific tuition-related activities related to compulsory overnight field trips.

4.ÌýEquipment, learning materials and supplies

  1. Compulsory Program Ancillary fees can be charged for the purchase of equipment, learning materials or supplies that a student retains upon completion of the lab/course are eligible. Compulsory Program Ancillary fees cannot be charged for any lab supplies consumed over the course of program delivery.
  2. Compulsory Program Ancillary fees can be charged for materials which are used in the production of items that become a student’s property.
  3. When ÌÇÐÄvlog¹ÙÍø acts as a broker for a vendor providing material to students, the fees paid by students to ÌÇÐÄvlog¹ÙÍø will not under any circumstances produce net revenue for ÌÇÐÄvlog¹ÙÍø. Fees are set and levied through an agreement with a vendor. ÌÇÐÄvlog¹ÙÍø cannot be the manufacturer or the supplier of the material provided.

5.ÌýWork-integrated learning

  1. Tuition fees cannot be charged for work-integrated learning or co-op work term semesters. Ancillary fees may be charged during work-integrated learning or co-op work terms to cover the costs of administering placements and related services.
